Jefferson County is the easternmost county on the Eastern Panhandle in the of West Virginia. It is part of the Washington Metropolitan Area and the county seat is Charles Town. Jefferson County was formed from Berkeley County in 1801 and was named after Thomas Jefferson. Obtaining a Driver’s License
Change of Address
If you change your address you are required to notify, in writing, the Department of Motor Vehicles (DMV) within 20 days of the change. Failure to do this subjects you to a possible fine or imprisonment. Simply notifying the U.S. Post Office will NOT update your record with the DMV or allow important DMV mail to be forwarded to you. By failing to change your address with the DMV, you could miss the renewal date of your license, or even have your driving privileges suspended or revoked unnecessarily.
Out-of-State License Transfers
If you have a valid non-expired out-of-state license, you are eligible to transfer the license. If the out-of-state license is expired, you are required to take all examination tests, vision, written, and road skills examination(s) before making application for a driver’s license. You are required to pass a vision test, complete a brief alcohol awareness course, and surrender your out-of state license before a WV license will be issued. A transfer applicant must present all documents that are required. A written examination is also required for applicants under the age of 18. If you have a motorcycle endorsement on your license, the Division will transfer the endorsement for an additional fee of $5.00.
A new resident who does not have possession of the out-of-state license or if it has expired, must obtain a certified driving record, dated no more than 30 days from the date of the application, from the state in which they were previously licensed.
If your out-of–state license is suspended or revoked, you will not be licensed in WV, until you receive a “clearance” in the Problem Driver Point System (PDPS). It is illegal to drive in WV with a suspended or revoked license. All applicants for a WV driving license must be verified with the PDPS. It is important to confirm that you are not under suspension in any other jurisdiction before attempting to obtain a license in WV.

You may submit your registration application at any time; however, registrations received 21 days or sooner before an election will not be processed until that election is over. If you do not register 21 days prior to an election, you will not be able to vote in that election. You may stop by the County Clerk’s Office located at 100 E. Washington Street in Charles Town and register in person. The office requires a photo ID and something that includes your current physical address (if your photo ID does not have that information).
Acceptable forms of identification include a copy of a utility bill, bank statement, checkbook, paycheck, or a government issued document. If required information is not completed, your application will be returned to you. To expedite your application, you can include a photocopy of your driver’s license, if that does not include your current physical address, a copy of a document as outlined above which includes your current physical address. School Entrance Requirements
To find out which school your child will attend, you will want to contact the Jefferson County Schools Transportation Department at 304.725.7664. You will have to bring your child to registration. Speech, language, and hearing screenings will be conducted at the time of registration. Bring an original state certified birth certificate with the state seal, which is a requirement of WV State Law. Information for acquiring West Virginia documentation can be obtained at your county court house. Please bring proof of residency and a social security card as well. Every child enrolling in school must have a health screen completed. The health screen forms are available at local physicians’ offices and the Jefferson County Board of Education.

Children must be 5 years old before September 1st to enter Kindergarten. School policy allows admission of children born between September 1st and September 15th inclusive only if they meet eligibility requirements. To be eligible for early Kindergarten entrance, he or she should score at or above the ninety fifth percentile on a standardized comprehensive measure of developmental skills when compared to age norms appropriate to a child who would be 5 years old prior to September 1st. Harpers Ferry Family Medicine is right off of Route 340. It is a teaching facility so the doctors are rotating every few years as they move on to larger facilities. The team includes full- and part-time family medicine and pediatric faculty physicians, resident physicians, a physician assistant, a nurse practitioner, a clinical pharmacist, and nursing staff. African American Cultural & Heritage Festival
The African American Heritage Festival is held the 3rd Saturday in August. Locations are downtown Charles Town, Wright Denny Elementary, and alternative school grounds at Avis and Lawrence Street. This event showcases the history and talent of the African American community in Jefferson County, with vendors, a parade, and live entertainment as well as tours of historical landmarks significant to African American history in Jefferson County.
Boofest
Historic Shepherdstown hosts a week long celebration of Halloween. There will be a wide variety of activities that everyone can enjoy, with a special emphasis on activities for children and families.
Charles Town – Ranson Christmas Parade
The event is held the 1st Saturday in December and brings people from every corner of Jefferson County to see the annual Christmas Parade. A favorite among locals, visitors will also enjoy the talent and creativity displayed with an array of floats, marching units, and local organizations. Spectators can enjoy the parade along Mildred Street or Washington Street.

Contemporary American Theatre Festival
The ultimate theater experience. Typically several weeks in July you can experience the joys of a small repertory in Shepherdstown, is that you get to see actors assume a wide variety of roles. You’re so moved by their performance in one show that you nearly get whiplash when they walk onto the stage at the next show, completely obliterating your memory of their gig the night before.
Dogfest
A weekend in mid-August centered on our furry best friends. Both days will also include blessings of the dogs, along with children’s activities, movies, music, exhibits and demonstrations by trainers, rescue organizations and others. Throughout the weekend, most restaurants and stores will allow dog owners to bring their dogs inside. Most will also be offering special dog-themed food, drinks, and items for sale.
A race for Health and Heritage. This annual event was designed to raise West Virginia’s fitness level and raise money create trails and fitness centers in the Eastern Panhandle and surrounding areas. The event takes place in early October and features a 5K, 10K, half marathon, marathon, and 1 mile Kids Fun Run.
Harpers Ferry Olde Tyme Christmas
Experience a traditional Christmas celebration, as quaintly decorated streets come alive for the holiday season. Live entertainment, children’s activities, and extended shopping hours are just a few of the programs featured during this annual event.
Sponsored by the Shenandoah-Potomac Garden Council this house and garden tour covers beautiful historic homes in both Jefferson and Berkeley County. This spring tradition first began in 1955 and draws in historic and nature enthusiasts alike.
Late in August every year the fair comes to town! This always popular event features Livestock Exhibits, Tractor pulls, Carnival rides, Miss Jefferson County Fair Contest, and eating contest of every kind. The perfect event for families with children of all ages.
The annual village street festival and fair for families and history buffs takes place on the second Saturday of each October from 10:00 AM to 3:00 PM. The festival features local musicians, crafters, farmers market, guided wagon rides through the Middleway Historic District, exhibits, and much more. For the children there will be craft activities, petting zoo, pony rides, and hands-on demonstrations of crafts including apple-butter making, and a cider press.
Mountain Heritage Arts & Crafts Festival

Built in 1910 The Old Opera House was of classic theatre structure, complete with fly-space for hanging scenery above the proscenium stage, an orchestra pit and a curved balcony. It seated 500 people. The theatre was closed down from 1948-1971. After some cleaning and refurbishing the theatre opened to the public again in 1976 with the goal of preserving history and to train young people in the arts.
