Morgan County is the westernmost county in the Eastern Panhandle of West Virginia. The county is one of the three in the Hagerstown-Martinsburg, MD-WV Metropolitan Statistical Area. Morgan County was created in 1820 from parts of Berkeley and Hampshire counties. It was named in honor of General Daniel Morgan who was a prominent solider in the American Revolution. Many early European settlers and Indians spent time in this area because of the warm springs and their rumored health benefits. George Washington and many other Virginia elite vacationed in the county. Today the Morgan County area is still famous for the springs and scenic surroundings.

Obtaining a Driver’s License
Change of Address
If you change your address you are required to notify, in writing, the DMV within 20 days of the change. Failure to do this subjects you to a possible fine or imprisonment. Simply notifying the U.S. Post Office will NOT update your record with the DMV or allow important DMV mail to be forwarded to you. By failing to change your address with the DMV, you could miss the renewal date of your license, or even have your driving privileges suspended or revoked unnecessarily. Out-of-State License Transfers
If you have a valid non-expired out-of-state license, you are eligible to transfer the license. If the out-of-state license is expired, you are required to take all examination tests, vision, written, and road skills examination(s) before making application for a driver’s license. You are required to pass a vision test, complete a brief alcohol awareness course, and surrender your out-of state license before a WV license will be issued. A transfer applicant must present all documents that are required. A written examination is also required for applicants under the age of 18. If you have a motorcycle endorsement on your license the Division will transfer the endorsement for an additional fee of $5.00.
A new resident who does not have possession of the out-of-state license or if it has expired, must obtain a certified driving record, dated no more than 30 days from the date of the application, from the state in which they were previously licensed.
If your out-of–state license is suspended or revoked, you will not be licensed in WV, until you receive a “clearance” in the PDPS. It is illegal to drive in WV with a suspended or revoked license. All applicants for a WV driving license must be verified with the PDPS. It is important to confirm that you are not under suspension in any other jurisdiction before attempting to obtain a license in WV.

To enroll in Kindergarten for the Morgan County area, a child must be five prior to June 30th, current year:
1. A child who will be five years of age prior to June 30th, current year will be enrolled in kindergarten.
2. A child who will be six years of age prior to June 30th, current year must be enrolled in school; will be enrolled in first grade if the child has completed an accredited kindergarten program; and will be enrolled in kindergarten if an accredited kindergarten program has not been completed.
NOTE: Kindergarten students presently attending Berkeley County schools need not re-enroll for first grade.

WVU Hospitals –Berkeley Medical Center formally City Hospital in Martinsburg, WV is a 260 licensed bed facility with a 24-hour Emergency Department and 47,000 ED visits annually. The ED has a Level III Trauma Center designation and a new cardiac cath lab. The hospital's radiology services are completely digital (PACS) including a 64-Slice CT Scanner and SPECT. Berkeley Medical Center has a 20-bed Critical Care Unit, Obstetrics department with more than 1,000 births annually, inpatient Pediatric Unit, and Inpatient/Outpatient Oncology Services, with clinical trials along with Tomographic Mammography and Breast Ultrasound. Apple Drop
Time’s Square has the ball drop on New Year’s Eve but Martinsburg has it’s own local spin on the tradition. Martinsburg drops an illuminated apple to ring in the new year. The celebration also features live music and free giveaways of apples, apple cider and apple donuts.
Berkeley County Youth Fair
Held in early August this week long annual fair has been going on for over 70 years! The fair is filled carnival rides, live music, livestock sales, eating contests and fun events like demolition derbies and tractor pulls.
Chocolate Fest and Book Faire
Chocolate and books, what a great pair! This annual April event allows local authors to hold talks and book signings and the restaurants of Martinsburg to show off their best chocolate dishes on the Chocolate Walk. There is even a chocolate cupcake contest.
Colonial Christmas
The historic Adam Stephen (founder of Martinsburg) House hosts a Colonial Christmas the first two weekends of December. Come enjoy period decorations, music and special skits. They also have a holiday items available for sale.
Downtown Chili Cook off
The name speaks for itself, locals and restaurants cook up gallons of chili and the public votes on the best of the best. Chili entrants are also judged on tent presentation. This event normally occurs in late September or early October.
Eastern Panhandle Home Show
Normally occurring in late March, the Home Show has been gathering all of the house related experts for over 20 years. This 2-day event will connect you to the local pros for everything from bathroom renovations to deck installations.
Friday’s at Five
Do you enjoy a wide variety of music genres? These free concerts occur at the Martinsburg Town Square all summer long on, you guessed it, Friday’s at five. The summer concert series also features the Martinsburg Farmer’s Market so while you are swaying to the melody you can munch on some farm fresh goodies.
June Jubilee
Located at War Memorial Park every June is an event filled with fun for all ages. For the little ones there will be horse rides, face painting and a moon bounce. There are craft vendors and a car show for the more mature crowd. There will also be entertainment throughout the day and special concessions like homemade ice cream.
Main Street Martinsburg Doors to Christmas
Local businesses, organizations, and individuals decorate beautiful Christmas wreathes and they are displayed on antique doors for about a week for the public to admire. Then they are auctioned off to raise money for Martinsburg events and programs.
Main Street Martinsburg Restaurant Week
Occurring in late January or early February, this is the time to familiarize yourself with all of the food that downtown Martinsburg has to offer at special prices! Some restaurants even use this time to release new dishes onto their menus.

Mountain State Apple Harvest Festival
This festival occurring the 3rd weekend in October is all about celebrating the harvest time of apples. The festival holds a wide variety of activities including an apple pie baking contest, 5K, parade, royal gala, pancake breakfast, car show, and concerts.
North Mountain Art Festival
Nicknamed “Arts in the Orchard” this weekend long festival in early June hosts juried artists and artisans from the surrounding states. Browse the land to see quality potters, painters, wood carvers and more all while enjoying live music and lots of food options.
Relay for Life of Berkeley County
Celebrate more birthdays for cancer victims in this annual fundraiser for the American Cancer Society the first Saturday in June. Teams have raffles, games, and items for sale. The theme is different every year.
Snowman Auction
If you drive down Queen Street in Martinsburg every winter you will find it lined with creatively decorated snowman. In March these snowman painted by area schools are auctioned off on the Town Square.
South Berkeley Christmas Parade and 5K
Line the streets of Inwood in early December to see the South Berkeley Christmas Parade. A 5K filled with furry friends benefiting the Berkeley County Humane Society will take place right before the parade
Woodsfest

The Apollo opened in 1914 and has continued to provide entertainment to the community. Every year, the Apollo Theatre performs 6 shows, hosts the Miss Berkeley County Scholarship Pageant, hosts a Talent Show, puts on a Haunted Theatre and more! During the summer the theatre also is home to a Youth Theatre Workshop for students grades 4-12.
